GENERAL REGULATIONS – PHO TET LONG AN
I. OBJECTIVES & SCOPE
Pho Tet Long An is a cultural, commercial, and tourism event organized to create a recreational space for locals and visitors, expand trade activities, and promote the image of Long An / Tay Ninh – the Mekong region – Vietnam to the region and internationally.
These regulations apply to all individuals and organizations participating or operating within the Pho Tet Long An area.
II. REGULATIONS FOR VISITORS

Abide by the instructions of the Organizing Committee (OC) and the security personnel.

Do not bring into the area: flammable substances, explosives, weapons, pets, strong liquor, stimulants, or dangerous items.

Maintain hygiene and dispose of trash in designated areas.

Attire, conduct, and language must be polite and appropriate for a cultural and public environment.

Do not climb fences, or enter technical areas, stages, or booths without permission.

All acts of disturbing public order, drunkenness, theft, or unauthorized distribution of documents will be handled according to Vietnamese law.
III. REGULATIONS FOR PARTICIPATING UNITS / EXHIBITORS
1. Registration & Licensing

All exhibitors (businesses, business households, individuals, domestic and foreign brands, international organizations) must officially register with the OC.

Goods, services, and products displayed or sold must have clear origin, invoices, and documentation, in compliance with Vietnamese law.
-
Foreign entities must comply with regulations on commercial, exhibition, and promotional activities in Vietnam (Commercial Law 2005, Decree 81/2018/ND-CP).
2. Design, Decoration, and Display Content
-
All booth design templates, images, colors, layouts, and decoration content must be approved by the OC before construction.

Images, maps, symbols, texts, clips, advertisements, video projections, etc., must comply with Vietnamese law, Vietnamese culture, and must not violate national sovereignty.

Strictly prohibited cases:
-
Using maps or images that omit Vietnam's Hoang Sa (Paracel) and Truong Sa (Spratly) archipelagos.

Using the national flag, national emblem, political/military symbols, or images related to security and sovereignty without prior permission.

Displaying, printing, or distributing content that is misleading, inaccurate, offensive, violates fine customs and traditions, or incites religion, politics, gender, ethnic, or religious discrimination.

The OC reserves the right to request modification, coverage, dismantlement, or suspension of the booth if violations are found.

The booth must ensure general aesthetics, synchronization, technical safety, and environmental hygiene.
3. Promotion & Sales Activities

All advertising, leaflet distribution, performances, sound, lighting, roadshows, etc., must be approved by the OC in advance.
-
Do not emit sound exceeding regulated levels, do not occupy common walkways, and do not obstruct traffic flow.
-
Do not trade in counterfeit goods, prohibited goods, low-quality goods, or products not licensed for circulation in Vietnam.
-
Prices must be clearly listed, goods must be sold at the correct price, and transactions and promotions must be conducted truthfully.
4. Safety, Order, and Hygiene

Comply with fire prevention regulations, use electricity correctly according to technical standards, and do not cook in prohibited areas.

Maintain hygiene in the booth area, provide trash bins, and handle wastewater as instructed.

Any technical incident, fire, or accident must be immediately reported to the OC or security personnel.
IV. CIVILIZED CONDUCT
-
Mutual respect, support, and cooperation among units; no unfair competition.

Do not use language, images, or behavior that offends others or contains elements of discrimination.
-
When speaking or posting images/videos about the event, accuracy, truthfulness, and respect for Vietnamese culture and law must be ensured.
V. SECURITY – HEALTH – ENVIRONMENT

The OC coordinates with the police, health authorities, and fire department to ensure the safety of visitors and the public.
-
Participants need to maintain their health, avoid using stimulants, and not carry dangerous items.
-
Actions causing damage to green spaces, landscape, and public works are strictly prohibited.
VI. SANCTIONS & RESPONSIBILITY
-
Violation of regulations may result in reminders, written records (minutes), suspension, or withdrawal of participation rights.
-
If damage is caused, the organization/individual must fully compensate and bear responsibility before Vietnamese law.
-
The OC has the right to refuse or terminate contracts and not refund booth/sponsorship fees in case of violations.
